PIC COF is a structured framework designed to ensure safe and seamless integrated coordination and operations across manufacturing, utilities, operations, and services within PIC. Given the high complexity of PIC, effective management is crucial to maximising its economic potential. Therefore, all operational entities within PIC must adhere to the PIC COF to achieve their collective goals.
Preamble
PRPC together with the other Operating Companies (OPCs) in PIC have developed and established PIC COF, among others to achieve PIC-Wide safe and seamless integrated operation, covering manufacturing, utilities, services, and the operation of PIC. The high complexity of PIC would need to be effectively managed for achieving its maximum economic potential. Thus, all operation entities in the PIC would need to adhere to this PIC COF collectively in order to achieve safe and seamless integrated operation for attaining their collective goals.
Objective
The establishment of PIC COF is to facilitate PIC to function effectively as an Integrated Petrochemical Industrial Park to ensure safe and efficient integrated park operations. Main objectives of this PIC COF are as follows:
1. This PIC COF sets down the guiding principles of standard of coordination and communication expected among OPCs in PIC. The guiding principles of PIC COF shall provide specific platforms for OPCs to discuss any specific integrated issues and procedures as guidance to manage integrated specific matters.
2. This PIC COF also for aligning roles and responsibility of all OPCs to ensure PIC-Wide HSSE compliance and also to dovetail inter-company interface activities for realising supersite integration synergies including but not limited to collaboration in integrated planning and coordination execution.
Scope
This PIC COF is applicable to all OPCs in PIC, and it shall provide high level guidance to manage common integrated operating requirement, coordination and common interest of OPCs in ensuring smooth and safe operation in PIC.
The scopes of PIC COF shall be aligned with the guiding principles. The guiding principles of PIC COF shall be tailored accordingly to ensure effectiveness of Integrated Operation Rules and Guidelines (IORG) documents and Integrated Discussion Platforms implementation.
Scopes of PIC COF shall be guided by following common principles:
1. PIC COF shall be independent to manage common interest of all/most OPCs.
2. PIC COF to facilitate OPCs to discuss and resolve integrated operation issues/ matters.
3. PIC COF sets down common interfacing guidelines and coordination.
Scopes that not covered under PIC COF:
1. The contractual obligations or commercial matters between two parties.
2. Management and operation activities within OPCs’ boundary (ISBL) except any activities or incident or accident or situation which may impact common areas and/or other OPCs or neighbouring parties.
