Appendix 3: Utilities Planning Work Group (UPWG)
Objective
The objective of the UPWG discussion platform is to ensure the effective execution of PIC-wide utility planning and minimize utility loss. Additionally, this platform will coordinate and manage utility-related matters between producers and consumers in PIC, adhering to the agreed scope of the Utility Planning Working Group (UPWG).
Scope
The scope of this platform includes weekly and monthly planning, as well as a three-month utility outlook for demand and supply. It also encompasses deviation management and the endorsement of any changes to the Utility Planning procedure and Deviation Management procedure in IORG. The utilities covered by this platform include Natural Gas, Electricity, Steam, Boiler Feed Water, Demin Water, Treated Water, Cooling Water, Pilot Gas, Instrument Air, Plant Air, Condensates, Nitrogen, and Effluent, excluding Oxygen.
Membership
The committee is chaired by the Senior Manager (Integrated Energy Optimization) from PRPC. Its permanent members include Senior Managers, Heads of Sections, Technical Staff, and Engineers appointed by OPCs, bringing diverse expertise in areas such as operations, utilities management, utilities planning and accounting, ELMS, process engineering, plant maintenance and engineering, planning and scheduling, and maintenance. This varied expertise ensures comprehensive oversight and effective management of the committee's responsibilities.
