Appendix 1: PIC CEO Council (PCC)


Objective

The objective of the PCC is to serve as a decision-making platform with delegated authority from Operating Companies (OPCs) to make critical decisions based on consensus. It also provides strategic leadership and direction to resolve integrated issues and disputes escalated from interfacing platforms such as the PIC HSSE Coordination Committee (PHCC), Utility Planning Work Group (UPWG), Turnaround Integrated Coordination Committee (ITACC), and PIC Stakeholder and Communications Fraternity Committee (SCFC).

 

Scope

The scope of the PCC includes reviewing and endorsing the PIC Common Operating Framework (PIC COF) while adhering to its Guiding Principles. Discussions and decisions will exclude commercial arrangements or agreements between parties in PIC. The committee will focus on overseeing critical interfacing matters such as HSSE, integrated operations and utilities, integrated turnaround and major maintenance, and stakeholder and communication management.

 

Membership

The committee is chaired by the SVP & Chief Executive Officer (CEO) of PRPC. Its permanent membership includes key stakeholders from various organizations, such as the Chief Executive Officers (CEOs) of all OPCs in PIC and PEGT, the Head of PIC Operation & Complex Management (POCM) from PRPC, the Head of Manufacturing from PRefChem, and the General Manager from PGSSB. This diverse group ensures comprehensive oversight and effective management of the committee's responsibilities.
